With reference to Lord Crewe 'o
Despatch No. 160 of the 29th. July, 1908, I have the honour
to state that Mr. S. B. c. Ross has drawn my attention to
the fact that with the exception of 24 days in Merch, 1909,
he has acted as District Officer et Taipo from the 6th.
December, 1908, until the present date. He has this year
drawn no extra remuneration whatever for acting in this
post. Last year he received a sum of $75 but Lord Crewe
laid it down that this payment was not to be drawn into a
precedent. Therefore, although a sum of $25 with exchange
compensation thereon lapsos to the Treasury each month he
cannot hope to draw any acting pay.

Mr. Ross then applied for an
increment in his substantive post of Assistant District
